uncompletable quest notice

i didnt have the pirate hat quest done so i did the other quests including the boss ones when i finished the pirate hat quest i accepted the eliminating the bosses and since rupid and that guy whos addicted to coke didnt have the quest and i cant complete the game montycarlo help me please
