copyright bill threatening fanart and walkthroughs!

Here's someone on dA that I found explaining what it will do to sites that have major copyrighted stuff, like fanart and covers. http://notecarddrawer.deviantart.com/
I doubt that this bill will pass. If it is I think it'll hurt companies that make games the most.
Short version of what's going on is all those video game scenes, covers, walkthroughs will have to be removed if this bill is passed. You will no longer be able to stream gaming, movies, or episodes (pretty much anything copyrighted). For dA I guess all fanart will have to be removed. So like if you like to draw Vocaloids, Naruto, Perfect World, etc. if you post any fanart, you will be fined.
I don't think that there are any people in this world that agree with this bill but we need some fire power to strike back.
If there is a petition out there tell me, or if you make one tell me.
