Exoot city Not working

Plz help me when i download xoot city it dosen't work. All i get is 2 pics.When i went to the website and download the game using winRaR i can get it downloaded but when i double click it a error box pops up with a location code. If you have any idea how to stop it plz tell me

It still dosen't work everytime i tried i get this error code that says error location->Error loaction number 00408B9E 01:00007B9E and when i send a mail to the website it tells me to take a pic.When i ask my sis to help me she told me don't do it T.T anybody can help?I get the same code on the Exoot checker Any ideas that will help plz
