Any time something is wrong or someone may have broken the rules, just report it. There's no penalty for reporting someone, even if your wrong.

So when in doubt just report!

Awesome. =) In games/forums, sometimes I'm afraid to report because I might be wrong, and that could result as a punishment.

Unless you go outright stupid and report every second post on the forum when they don't need to be, you're going to have a problem. If it's just a couple that you're not sure of, that's fine.
